My rating:

VOLUME 13:
Well, you've probably noticed I read this manga as a Ryo/Kaori shipper. 😏
And in that regard, let me tell you, the first chapters of this volume are made for a shipper's heart. The relationship between Ryo and Kaori is still as ambiguous as before, but a step in the right direction has certainly been made as Ryo finally (sort of) admits at his true feelings for his partner.
Of course, it turns out (at the same time) that Saeba is also the biggest obstacle this couple has, since he decides this is the best opportunity to get rid of Kaori in order to protect her.

Of course, the woman has other plans and the reader is presented with one of the funniest (and bittersweeet-est toward the end) scenes of battle in this manga, when Kaori decides to prove her worth once and for all and dares Silver Fox, the man who wants to kill her, herself.

And in the end, when the moment for a possible clarification comes, the two are back at status quo (with a hilarious bonus of Ryo having momentarily forgotten his promise not so see Kaori as a woman).

Then comes the next chapter in this saga and we're back at Ryo acting the idiot as he and Kaori try to protect a young princess promising Ryo an entire harem if he manages to keep his hands off her companion.

VOLUME 14:
It turns out the princess wasn't who everybody thought she was, but City Hunter already has a new job...They have a new neighbor; a dancer moved into the so-called zombie-room in the building next door and someone wants to kill her.

The story goes back to a "safer" footing of having the male protagonist acting like an idiot. It's a precarious balancing act, juggling between darker, more serious themes and the lighter tones, but Hojo-sensei succeeds in both making the reader laugh at the antics and delineating the deeper undertones of the hero, making the reader slowly understand what truly makes the man tick.

VOLUME 15:
Saeba faces his most challenging job yet, since he has to keep a journalist from discovering the real identity (and face) of City Hunter. The job proves even more difficult when the woman decides to move in with Ryo and Kaori, convinced City Hunter is their much more mature older brother.
And then it's Kaori's turn to have her heart go pitter-pat when the duo are tasked with protecting a young man whose sister is soon scheduled to testify against a band of criminals...Of course not everything is as it seems and, yes, Kaori ends up being kidnapped again.

Hilarious and serious (but not too much) at the same time, this is yet another great installment in this series.

VOLUME 16:
This volume sees the end of the chapter involving the woman posing as a man in hope of keeping Ryo away (which he realizes, by the way). They have to still save Kaori, and the scene, though sprinkled with Ryo's idiotic banter hiding his true purpose, shows to what lengths Ryo is willing to go to keep Kaori safe.
Then, there's the Yakuza widow whose men try to marry her off to Ryo, but what's important it's the last chapter. Someone is trying to kill Ryo and it's all Umibozu's fault.
He's posed a challenge to one of former mercenaries he used to work with. If the ex-merc manages to get rid of Ryo in three days, Umibozu will marry her. Yes, Miki makes her first appearance. And it's a beauty.

VOLUME 17:
In the end, it's Umibozu that helps Miki win (with a little help from Ryo playing Cupid), but there's not time to waste making fun of Umi-chan playing at waiter in Miki's coffee shop. City Hunter has a new assignment, they have to protect a little girl.
The problem is, the little girl can read someone's minds (and feelings) by touch.

If the reader still had any doubts at the dark demons riding Ryo hard (which explains the excesses; everything to keep the PTSD from manifesting), little Sara showed us the truth...Both what's on the surface (which needed to be censured) and what's deep inside.

And then Kasumi was back with a mission to get out of an arranged engagement that needed Ryo's participation as her fake fiancé. Unfortunately, it also meant rendering him impotent due to Kasumi's hypnotist real fiancé.
